Emergency Management Associate

Erica Fleck is a nationally recognized leader in disaster and emergency management with over 40 years of experience spanning military, municipal, and intergovernmental operations. She most recently served as Director of Emergency Management for Halifax Regional Municipality, where she led all aspects of preparedness, response, and recovery for a municipality covering over 5,000 square kilometres.

Having returned from HRM, Erica now provides advisory and consulting services focused on strengthening emergency management governance, operational readiness, and climate resilience. She is known for her ability to lead in high-pressure environments, provide clear strategic advice to senior decision-makers, and build strong partnerships across all levels of government, including working with Indigenous communities to support inclusive and culturally appropriate emergency planning and engagement.

Erica holds a Master of Defence Studies from Canadian Forces College, and a Bachelor of Technology (Emergency Management) – Cape Breton University (Dean’s List).
